The state of Vermont (VT) defines electric bikes as any bicycle or tricycle with fully operable pedals and equipped with a motor that has a power output of not more than 1,000w or 1.3 horsepower; and in itself is capable of producing a top speed of no more than 20 mph on a paved level surface when ridden by an operator who weighs 170 pounds.
The state of Vermont does not have licensing and registration requirements for electric bikes.

Electric bikes are not defined in Vermont and should be ridden in accordance with traditional bicycle laws. Bikes may be ridden on roadways, bike lanes and bike paths. Bicycles may not be ridden on sidewalks, interstates and turnpikes.
