The state of Utah (UT) defines electric bikes as a bicycle with an electric motor that has a power output of not more than 750w, fully operable pedals on permanently affixed cranks. It is fully operable as a bicycle without the use of the electric motor; and is one of the following:

  • An electric assisted bicycle equipped with a motor or electronics that provides assistance only when the rider is pedaling; and ceases to provide assistance when the bicycle reaches the speed of 20 mph.
  • An electric assisted bicycle equipped with a motor or electronics that may be used exclusively to propel the bicycle; and is not capable of providing assistance when the bicycle reaches the speed of 20 mph.
  • An electric assisted bicycle equipped with a motor or electronics that provides assistance only when the rider is pedaling; ceases to provide assistance when the bicycle reaches the speed of 28 mph; and is equipped with a speedometer. 

The state of Utah does not have licensing and registration requirements for electric bikes.

An individual under 16 years of age may not operate a class 3 electric assisted bicycles.

An individual under 14 years of age may not operate an electric assisted bicycle with the electric motor engaged on any public property, highway, path, or sidewalk unless the individual is under the direct supervision of the individual’s parent or guardian.

Helmets are required for bike riders under 18 years old.

Electric bikes are allowed on all roadways as far right as practicable except when making a left turn. Electric bikes are allowed on bike paths and trails unless posted otherwise.

An individual may operate an electric-assisted bicycle on a path or trail designated for the use of a bicycle.

A local authority or state agency may adopt an ordinance or rule to regulate or restrict the use of an electric assisted bicycle, or a specific classification of an electric assisted bicycle, on a sidewalk, path, or trail within the jurisdiction of the local authority or state agency.

Additional notes:

  • Your brakes need to be properly working if you are going to ride on the highway. 
  • You must wear shoes while riding an ebike.
  • No one should ride an ebike at any time from a half hour after sunset to a half hour before sunrise nor at any other time when, due to insufficient light or unfavorable atmospheric conditions, persons and vehicles on the highway are not clearly discernible at a distance of 1,000 feet ahead at a speed greater than 35 miles per hour unless such motor-driven cycle is equipped with a head lamp or lamps which are adequate to reveal a person or vehicle at a distance of 300 feet ahead.
